Dr. Oscar M. Otele, PhD

Dr. Oscar M. Otele is a distinguished political scientist, governance specialist, and senior academic whose career reflects a rare combination of scholarly depth, policy engagement, and institutional leadership. As Director & Lead Consultant at StratGov Africa Consulting Limited, he provides the strategic direction and intellectual leadership that shape the organization’s advisory, research, and implementation work across governance, political economy, public policy, and institutional strengthening.

Since 2013, he has served as a faculty member in the Department of Political Science and Public Administration at the University of Nairobi, where he currently serves as Chair of Department. He has also served as Assistant Professor at Radboud University in the Netherlands since 2020 and, since 2022, as Adjunct Faculty at the National Defence University–Kenya, reflecting both the breadth and international reach of his academic engagements.

His policy and research profile is equally distinguished. Since 2021, he has served as National Investigator with the Afrobarometer Survey Group at the Institute for Development Studies. He has also been an Associate Member of the Africa–China Working Group at the Centre for African Studies, University of Florida, since 2019, and in 2020 contributed as a researcher to the China-Africa Infrastructure Guidebook Project of the South African Institute of International Affairs.

His standing as a scholar of African politics and international engagement was further affirmed through his fellowship with Megatrends Afrika at the Kiel Institute for the World Economy from October to December 2022. Across his scholarship and public commentary, Dr. Otele has brought analytical rigor to issues such as democratic resilience, campaign finance reform, accountability, decentralization, and public administration.
